The section is maintained and governed by volunteers from around the Philadelphia lighting industry. The officers and board of managers are elected on an annual basis and oversee the section in its entirety. Committee chairs are volunteers which oversee a specific task or group within the section. The Philadelphia section of the IES maintains a procedures manual to both govern and maintain the section. The manual is derived from the official IESNA Section Guide, past IES Philadelphia Board meetings minutes, and accumulated experiences of various section members.

This manual is an attempt to marshal the combined knowledge in a useful and organized document. It is meant to serve as a guide for new and existing officers and Board members before starting a program or an event.
